Thank you for your email. In our province of Laguna all coastal towns were affected including our town Cabuyao. So I can only talk about the situation in our town of Cabuyao, Province of Laguna, Philippines.

Six (6) coastal barangays (villages) were submerged during the typhoons that hit us this month. More or less 10,000 families lives in these villages. However, there are areas still in chest-deep waters. Hence,residents of these areas still can not return to their own residences and are forced to stay in public elementary and national high schools.

cabuyaoBy day the students uses the classrooms and by night its the evacuees turn to use the classrooms. This situation has affected the students' learning. Noting this situation, we got help from the Shelter Box Response Team organization. Our town of Cabuyao was allocated 22 shelter box and 12 shelter box tents, which are being taken cared of by the Rotary Club of Cabuyao Circles and Rotary Club of Cabuyao, respectively. We transfered some evacuees to these shelter boxes and tents to alleviate the situation in the school classrooms serving as temporary evacuation area. However these number of tents can only accomodate about 66 families.

Right now potable or clean drinking water is now being considered a major concern by almost everybody. Those in their respective homes but still submerged in kcabuyao2nee deep waters and those in the evacuation centers including our two Shelter box camp rely on few deep well water pumps (manual). For the drinking needs of the infants and children they buy purified water. But only a few of these people are moneyed enough to buy the purified water hence, they rely purely on the deep well.

Our Rotary District 3820 has been designated benificiary of AquaBox, a water purifying contraption. But only a few were allocated to our District 3820, due to logistical constraint, which is one of the hardest hit by the floodings. Our Town of Cabuyao, thru our 2 RCs, may only get one AquaBox which is not enough. Therefore your donation of WaterBox will be most welcome.

Like with the Shelter Box and AquaBox the consignee should be our District 3820 Governor first and then they in turn distribute the waterboxes to the individual concerned rotary clubs who in turn strategically assign the units to a particular pre-determined area (most probably it will be placed on any of our two shelter box camps in case we are allocated only one unit).

2. We take the responsibility of taking the pictures or documenting the Rotary humanitarian activities and in sending the necessary thank yous and appreciation to donors.

3. As mentioned above, our priority are the two shelter box camps we put up. One in the village of Marinig and the other one in the village of Gulod, all of Cabuyao. If you can only allocate 1 waterbox to us then it is anyone of our clubs which may not recieve the AquaBox who eill be the beneficiary. However, if we can be allocated more, second in priority are the following villages with evacuation centers in schools, Bigaa Village, Butong Village, Marinig Village and Gulod Village.

4. Labeling in English is recommended.

The problem now is the new strong typhoon will be hitting just over our province and that will really be like going back to the situation 3 weeks ago.

Dear Sir: I am a doctor by profession and in the practice of alternative medicine.As cases of Leptospirosis is running high due to the floodings, it would be of great help to us if we can solicit an HBOT machine also known as HyperbaricOxygen Therapy chamber.

As the causitive agent of Leptospirosis is bacteria, studies have shown increasing levels of oxygen prevents multiplication of bacteria thus helping in the arrest of the bacteria while waiting for the anti-microbials to work on he patient. A used machine is okay so long as it is working then we can start therapy for this patients that are dying everyday.

The Rotary Club of Cabuyao and Rotary Club of Cabuyao Circle, having witnessed the devastation and destruction brought about by typhoon “Ondoy”, particularly in the shoreline Baranggays of Cabuyao, have jointly mobilized our resources and of our families, friends, and other generous Rotary Clubs of District 3820. We who heeded the urgent plea towards providing preliminary food relief to almost a thousand displaced families are presently staying in various evacuation centers in Cabuyao.

P&G developed PUR Purifier of Water in collaboration with the U.S. Centers for Disease Control and Prevention (CDC).

Safe Drinking Water

More than 4,000 children die every day from diseases caused by unsafe drinking water. To help address this, P&G developed PUR Purifier of Water in collaboration with the U.S. Centers for Disease Control and Prevention (CDC). PUR Purifier of Water is a small sachet of powdered ingredients that make contaminated water potable through coagulation and disinfection. It uses the same approach and ingredients as many municipal water-treatment facilities — the two primary components are ferric sulfate, a well known and widely used coagulant, and calcium hypochlorite, a disinfectant. Through extensive lab and field testing, the technical efficacy of this product has been demonstrated to be robust, as judged by its ability to eliminate turbidity, chlorine-resistant parasites, viruses, bacteria and pollutants like arsenic.

Five clinical studies were conducted with the CDC and Johns Hopkins Univ. to prove the product’s efficacy. These studies, involving more than 26,000 people, were conducted in four different countries and in a broad range of settings. They looked predominately at the reduction in the incidence of diarrhea when people were provided water treated with PUR Purifier of Water (compared to their normal habits). The results of these studies showed that the PUR packets were highly effective and led to an average 50% reduction in the incidence of diarrhea and up to 90% reduction.

PUR Purifier of Water has been distributed on a not-for-profit basis since 2004 through P&G’s philanthropic effort called the Children’s Safe Drinking Water Program (CSDW). CSDW is the signature program of P&G’s Live, Learn, and Thrive cause that helps children in need around the world.

Since 2004, P&G and our CSDW partners have provided more than 130 million sachets — enough to purify 1.3 billion liters of water. Efforts in this area are continuing, and P&G has committed to provide more than 3.5 billion liters of purified water (350 million sachets of PUR)

Disaster relief agencies are preparing for the hurricane season. The National Guard Bureau of International Affairs (NGBIA) has a contractual arrangement with countries in Hurricane Alley to provide relief if and when the time comes. Their goal is to BE PREPARED this year.

Letter to a District Governor

It was good being part of the phone call between you and Ron yesterday.  Ron asked that I respond to your questions as he has his hands full with so many projects dealing with the global disasters we are currently addressing and because my area of responsibility has been dealing with the flow of good and services through the Network to the ultimate recipients.

I have attached a reprint of the Disaster Matrix which is currently being programmed into the Network under its own Network Channel. A you can imagine, we have been a little slower in posting the necessary information under its own Network Channel because we have been hit with Burkino Faso, Indonesia, Samoa, Philippines, and a huge Hurricane Preparedness Program with a number of Rotary Districts in Hurricane Alley...each needing individual attention.

As you may or may not be aware of, recent decisions of the Board have slowed down the response mechanism of the Actions Groups. So, at everybody's request, the Humanitarian Network went into action immediately and built numerous partnership to respond to the hundreds of "call-to-action". We have tried to keep all entities in the "loop" as all the different groups, Rotarian and others, have wanted to respond as quickly as possible without duplicating efforts

As an example on how the Network was implemented for the South Pacific disasters: D-9920 opted to work with D-3200 to deploy Shelter Boxes from Australia; philippines2Project Hope deployed medical aid from the East Coast (several other Nagy's added to the cargo containers); Hawaii opted to work with the SOUTH COM and NGBIA-SPP (military liaisons) to stage and then transport donated goods to the South Pacific; D-5100, 5110, 5020, and 5030, partnered with D-5000 to set-up the Seattle to Hawaii transportation route; Old Dominion Freight (D-7690) has offered to assist where possible to act as our back-haul agency to get goods to either coast for shipment; and various, Rotary Clubs, Districts, Interact, Kiwanis Clubs, and Sertoma Clubs went about the task of raising money for WaterBoxes. Most all were members of the Humanitarian Network so activation was pretty easy.

The Matrix shows how we would traditionally work with the different factions  in response to a disaster. Each Disaster would inevitably have its own Disaster Channel "Front Page" where everyone can see what's needed and what is being done. The Front Page of the the Disaster Channel would show:

1.  Where bank accounts have been established

2.  Where goods and supplies are being consolidated

3.  What mechanisms are in place to back-haul goods to the consolidation center(s)

4.  Relocation procedures for moving goods to debarkation points

5.  NGO's offering partnership services

6.  DRRAG's assessment from on site personnel

7.  Military partnership potential

8.  Establishment of blog sites and social networks for play-by-play reports

9.  Who's handling the PR aspect so the public knows what's going on

10. Available shipping and taking advantage of our Network Shipping Partners

11. Results and effectiveness of action

philippinesThe South Pacific has been a "learning curve" and much of the coordination was done by Network personnel because we were not totally automated when the disaster stuck. When completed, the Disaster Channel should pretty much function by itself from input by Network Members. It really should be much smoother for future events. This type of communication will hopefully motive Network members and others to develop "Preparedness Programs" as we are currently working on for Hurricane Alley rather than response programs

Now to answer your specific questions:

The WaterBoxes utilize Proctor and Gamble PUR Water technology which is well established.  They are assembled in Canada by Reliance Products-Canada, and then shipped to Minnesota for purchase and shipment. WaterBoxes have a list price of $250, but working with Cleanwater International and Reliance Products-Canada, we were able to negotiate a special $150 price for this year's disaster season. As an aside, once in Minnesota, the boxes can be labeled in Native Languages if necessary or shipped with instructions in English. (SPANISH)

From Minnesota, depending on where the WaterBoxes will be shipped, they are transported to the debarkation port or airfield by Old Dominion Freight, for little if any cost. Since Old Dominion partners with Hanjin, there is the possibly to ship directly from Minnesota all the way to the Philippines for your WaterBoxes, otherwise the Philippines shipments will go to Seattle for shipment to Hawaii and from Hawaii to the Philippines by Military transport. It is impossible to know until we have exact numbers and know the day of shipment.

PDG 5000 George Fontaine in Hawaii, is working closely with all the District Governors in D-3770 to D-3870. We have Network Members registered from numerous clubs all over the Philippines. Because we are here in the Midwest and George is dealing with the disaster response from Hawaii, he is much better position to set up distribution and with day-to-day events. WE ANTICIPATE NO DISTRIBUTION COSTS as the WaterBoxes will be distributed to Rotary Clubs.

 

Rotary Clubs all over the Philippines are subjected to the disaster. The Hawaii National Guard is on the scene as Hawaii is the "partner state" of the Philippines under the National Guard Bureau of International Affairs-State Partnership Program.  The NGBIA-SPP program works closely with The Humanitarian Network. We are currently developing a special Network Channel for them.

The Guard is also involved in the new (The Hurricane Preparedness Program) that The Humanitarian Network is developing with D-6200 (Louisiana).

  My Fellow Rotarians of District 6200,

Most of you were affected, directly or indirectly by Hurricanes Katrina, Rita, Gustav and/or Ike.  If you’ve seen the news in the past few days you’ve seen heartbreaking and hauntingly familiar images of people wading through chest deep water. This time they're not here in Louisiana, they’re in the South Pacific.

And they desperately

 need your help. Rotary has been asked to help get clean drinking water to the survivors of the recent tsunamis and typhoons.  When the 2004 tsunami hit the Indian Ocean, we spent $350/person/day to fly drinking water in from the decks of our aircraft carriers. I believe there’s a more cost efficient solution to this challenge (only 52 cents/person/day) and I’d like you to share it this week with your club and others in your communities.

karrina superdomeThe problem isn’t that there’s no water,  its that there’s too much water and it isn’t drinkable. If we can’t help our brothers and sisters to get clean water, there will soon be an outbreak of waterborne illness and disease. People will die needlessly from preventable causes. Instead of trying to ship water, we have the opportunity to get water filtering kits delivered where they're needed at a much more realistic cost. For $150 each box, you can supply the equivalent of 211 cases of 16 oz. bottles of clean, safe water, enough for 480 people. It is completely up to you if you or your club wants to participate and if so, how to do so. Some may just want to make a donation. I’m hoping some might choose to publicize the need and partner with your Interact and Rotaract clubs as well as other local non-profit organization and corporations to do more community based fundraising.

katrina3We've been on the needy end of exactly this kind of disaster and others from across the globe contributed to our aid and recovery. This time, I’m  appealing to the Rotarians of our District to step up and save others from disease and death. Their future is in your hands. The easy thing to do is put this letter aside and do nothing, or say it is too much trouble, or “l'll get to that later”.  I’m asking you to put Service Above Self and do something, anything, within your means. I've attached a very brief flyer you can distribute to raise awareness.
